  1. In a bowl, combine soy sauce, brown sugar, garlic, ginger, black pepper, and red pepper flakes to create a marinade.

  3. Meanwhile, in a large skillet, heat vegetable oil over medium to medium-high heat.
  4. Remove the flank steak and reserve the marinade for the end of the step.
  5. Cook the flank steak on each side until browned, for about 3-4 minutes.
  6. Pour the marinade into the skillet and bring to a simmer.
  7. In a small bowl, combine cornstarch and water and then add to the skillet to thicken the sauce.
  8. Allow to simmers for an additional 2-3 minutes and cook until the sauce has thickened.
  9. Add the green onions and cook for an additional minute.
  10. Serve hot over rice or noodles.
